
The Kuldīga Municipality, in cooperation with RCG Lighthouse Ltd., has taken a significant step towards more energy-efficient and modern infrastructure. A large-scale lighting modernization has been successfully completed at two important city facilities – the Kuldīga Athletics Hall and V. Plūdonis Kuldīga Secondary School.
The project aims to significantly improve lighting quality and reduce electricity consumption, simultaneously utilizing the ESCO investment model approach, which allows municipalities to implement modernization projects without initial investments.
As part of the project, a comprehensive lighting modernization was carried out, providing long-term benefits both in terms of infrastructure quality and energy efficiency.
1,000 New Luminaires on the Path to 70% Savings
During the project, over 1,000 old-type luminaires were replaced over six months with modern, energy-efficient LED solutions. Thanks to the new technologies, the facilities are projected to achieve up to a 70% reduction in electricity consumption, which will positively impact the municipal budget in the long term and reduce maintenance costs. At the same time, the light quality has improved, providing more uniform and eye-friendly illumination.
Project Execution Without Disrupting Daily Routines
One of the biggest challenges was organizing the work in facilities that are in continuous active use.
At V. Plūdonis Kuldīga Secondary School, the project was carefully coordinated with the school administration to ensure that the modernization work did not interfere with the learning process. Thanks to precise planning and timely communication, all work was completed without students and teaching staff experiencing any inconvenience in their daily activities.
At the Kuldīga Athletics Hall, the team had to contend with the facility’s intensive usage. The central sports hall is used not only by track and field athletes but also by representatives of other sports and event organizers. To ensure an uninterrupted training process and the holding of competitions, the installation work, which in some places took place at heights of several tens of meters, was precisely coordinated with the hall’s activity schedule.
Lighting for International Challenges
It is particularly noteworthy that the lighting installed in the Kuldīga Athletics Hall meets the standards for national and international-level competitions. This means the infrastructure is ready to host high-level sporting events, providing not only ideal conditions for athletes but also possibilities for high-quality video broadcasting. This improvement significantly enhances both training and competition conditions and the spectator experience.

RCG Lighthouse’s experience in lighting modernization projects was a significant factor in the successful implementation of this project. The company has so far carried out lighting modernization work at more than 1,000 facilities, including several Latvian Olympic Centers.

ESCO Investment Model – An Effective Solution for Municipalities
This is the second lighting modernization project for the Kuldīga Municipality implemented according to the ESCO principle. This approach stipulates that the necessary investments for the project’s implementation are provided by the contractor, while the client pays for the project primarily from the future electricity savings achieved.
In 2020, the lighting in the sports hall of the Kuldīga Sports School was modernized in a similar manner, proving that this approach is not only effective but also a financially advantageous tool for municipalities wishing to develop infrastructure without straining their budget.
